It's a bit hard for me to understand how Windows, with all its resources, can't design an interface where it's safe to click a link without getting a risk of an infection.
I know they've made some efforts, you might get a confirmation box 'are you sure', but why can't it simply prevent infection from anything a link click can do, unless the user explicitly chooses to run a program?
It would as if answering a phone call could add a virus to your phone line. It just makes little sense to me why it has to be so vulnerable.
Clicking a link should have no more risk without further permissions given than seeing something nasty. It should not risk losing control of your PC. That there are third party utilities that try to add some real-time protections when you click a link doesn't answer the issue why the OS isn't more protected.
