Why can states have a 'choose life' license tag, but not have available a comparable 'pro-choice' tag so both views can be expressed by the purchasers?

I would agree.

It seems that the OP is referring to this plate.
It seems that for every one of these specialty plates purchased, $25 goes to the Arkansas Dept of Health to support adoption assistance. A worthy cause IMO, even if the choice (no pun intended) of names for the plate is a weeee bit controversial.

A pro choice plate where $25 bucks go to Planned Parenthood for abortion assistance would not be appropriate IMO. While I am Pro-Choice personally, I am against public assistance for abortions.
