Why can some people overclock their AthlonXP 1600+ up to 1600Mhz+ without pumping VCORE?

I was browsing through Vr-zone's overclock data base for AthlonXP. I noticed that some of the CPU didn't need too much vcore pumping action at all, but some does.... Why is that? Does it have to do with the power supply unit?
I want to mod the mobo/8KHA+, so I can get my CPU up higher, but after I read the data. Now I am suspecting to switch the PSU....
What you guys' take on this?

It all depends on the individual chip itself.......
You see...When they Intel or AMD make a chip.....they do not know the maxium speed fast it can go......all they do is certify that it can run at a certain clock speed.........doesn't mean i can't go any faster.....but how much faster.....?
thats why you have variations in the perfomance of Chips......infact, any chips CPU , GPUs ........North Bridges.......

Not all cpus are created equal even if they carry the same name. One thing that you have to remember is that overclocking is not guaranteed. One person's XP 1600 could hit 1.6GHz while another person's never makes it past the default clock speed. Cooling is another issue. If you have good cooling then you may be able to up the core voltage higher than others who have not so great cooling. I really don't think a power supply is going to make that much difference in overclocking as long as the one you have is of decent quality and can maintain it's rail voltages.
