Why can i charge my iPod w/ Airport Express but not my cell phone?

How would the airport express know?

When i plug my ipod into the airport, it charges just fine.
When i plug in my cell phone, nothing.

Maybe your phone isnt designed to charge via usb.

my mpx200 does the same way, but I don't use the phone anymore because of crappiness of the phone

That would be my guess.

Power can be turned on & off via software.

For example, Blackberry handhelds will only charge via USB if Desktop Manager is installed.

Well the USB car adapter works fine though....
