What am i missing and forgetting about Windows 11 ?

I cannot change the display language in windows 11 as a normal user. It is dutch now and i want US english.
It is possible to change it as administator. Why can it not be done as normal user. The settings menu is very limited when logged in as a normal user.
I have a lot more settings when i log in under an administator account.
Do they want every Windows 11 user to work with admin priviliges ?
Just when W10 starts to function normally support ends, and W11 has the same disasters as the early W10.

What is going wrong here ?

Never mind, when logged in as a normal user, settings(the cogwheel) has hidden the options and i have to click on the 3 horizontal stripes to get additional settings.
The computermagazines all warned about the weird composition of the menus in Windows 11.

Lord, how i miss Windows 2000, the simplicity and that beautiful user interface.

I find it nonsense that i cannot even install a US language windows when i have a key for a dutch windows, with windows 10 it would not let me choose when i installed it at the time. W11 constantly needs internet acces or settings will not pop up. Sigh...
Windows 11 must be the worst windows ever. No notifications, just all of a sudden a settings option pops up when there is internet access.
