Not necessarily. Most predators eat the meat when it is freshly killed. There has been no time for bacteria to develop in the meat. As for scavengers....I'm not sure..

Humans can eat raw meat as well without being hurt. The meat just has to be cared for properly and not allowed to go bad. This is usually the problem with ground meats. A piece of meat that might be a little bad gets ground up with the rest and that screws the whole batch if it's not cooked properly to kill the bacteria.

Carnivores have shorter disgestive tracts. The meat doesn't have time to "rot" before it's processed.

Humans digest pretty much like carnivores... 'spoiled' meat will not make most people sick.. it is only a few specific bacteria that cause problems... our choice of meat prepration is more cultural than anything else... most people do not like the taste or texture of raw meat

Most carnivores eat the guts of a kill first.. that is how they get essential vitamins....

as an aside: never eat shark or polarbear liver

people can eat raw flesh also. I've had all kinds of raw fish thanks to sashimi and I like my steaks really rare.

The main thing to look out for are bacteria and parasites. Bacteria, as previously mentioned, doesn't exist in significant amounts in fresh, healthly flesh. Parasites on the other hand, will infect the predator if the conditions are right.

The Inuit eat raw seal and such. The hunters hunt it, eat a bit right after killing it, then cut it up to bring back for the rest of their families where they too also eat it raw.
