Why aren't daytime-running lights a standard yet?

In Canada I believe all cars produced in or after 1990 required them. Not sure about the States though.
 
and then there is the 60 year old lady with her high beams on sitting behind me in traffic during broad daylight... *sigh*
 
it was very foggy here the other day. there was a white van without any lights. you couldnt see it until it was on you. if the idiot veared into the other lane it could have got nasty.


but i agree. i would like to see them stgandard.
 
Because on the hundreds of thousands of GM vehicles that have them one of the lights inevitably burns out and the doofus who owns the vehicle never bothers to replace it thereby annoying the rest of us.
