Why are .wmf and .asf file formats so poor at downloading/streaming?

I mean, that's what these were meant to do, but when I attempt to download clips I only get 2-3 seconds of video then:
......buffering.....3%....18%......26%.......44%......72%......100%

then 2-3 more seconds of video, and:

......buffering.....3%....18%......26%.......44%......72%......100%

and then again ...

......buffering.....3%....18%......26%.......44%......72%......100%

What gives? How many times do you have to buffer the same clip?
 
Well, if you're on a slow connection or the server with the file is bogged down, then you're going to see that a lot. Is this with every asf you try to watch?
 
Yes, even when my broadband is up and running properly, I still get the same deal.

My complaint is when the little task bar says that the application has buffered the clip 100%. What possible need could there be to buffer any part of the clip over again? Can anyone explain this to me?
