Why are those ghetto perfume/cologne stores so cheap?

Has anyone ever been to a little hole-in-the-wall cologne/perfume store in a mall or outdoor market? I stumbled across one in the Fashion District the other day, and was amazed at the prices. Brand name fragrances for a fraction of the price... and it all seemed pretty authentic. I picked up a bottle of D&G's "Light Blue" which retails for $84 in Nordstrom's but was going for $38 at this place. It smells the same, and came in the official packaging (may be sold by authorized D&G distributors only)... does anyone know how these places work, and if any legal issues are involved? It seems to be of perfect quality.

A smell is a smell I guess. I've heard stories from friend though that developed rashes from some of the cologne they sell on the street.

I affectionately refer to perfume as piss water.

The actual cost of the product is a few dollars. The rest of the markup is essentially branding.
