If we actually enacted Medicare for all (MFA?) and UBI, I have no doubt millions would rush our shores looking for a better future.
As things stand, whatever differences exist... they're too few, and don't go far enough to help people.
There's still extreme income inequality and poverty in "liberal cities" even if some of them appear rich after gentrification.
Many major cities sound more like death traps on the evening news. Not exactly utopia inspiring.

No, we still have a long ways to go before "better" policy reflects a better reality. Especially when the last election has people still scared and clinging to a corporate center. If we don't let go of Wall Street we'll never improve. Never reach a point that you describe.

Good question. The answer isn't so simple, but how Liberal/Conservatives deal with it is quite the contrast. Liberals tend to try and alleviate the situation by moving towards more Support. Conservatives don't try to alleviate the situation, choosing instead to let them go to their fate by removing any and all Support they can.

Many former slaves did move from rural to urban areas, whereupon they met folks like the following. It's only in fairly recent decades that western liberalism began overcoming their sort.

People just don't move, period almost regardless of the benefits.
37% of americans have never left their hometown and something like 40% have never moved more than 20 miles from their hometown.
That is an insane statistic to me.

Moving ot me is not so much about success (ie only the rich move or the poor or etc) but more I think about bravery and ambition.
