Why are there nutrition facts on water bottles?

Yep, sold as a food item so that there are fewer regulations. I think that most are bottled in the same state they're sold so that it goes through the FDA, right?

Because these facts are required on all consummable items used within the country. Businesses that produce food items OCONUS are also required to list this information.

Some have < 5mg of sodium per serving, that's the only real difference I see from bottler to bottler.

Actually every bottle of water I have seen did have a nutrition label. The only nonzero quantity on it was sodium, however.
