Because the process they're made with makes it extremely difficult? That's a lot of transistors to be switching on and off every 2-4ms.

Are they making 8ms 8bit panels now? I thought I saw one on the egg, 16.7m colors...but who the hell knows?

I know the Viewsonic VP930B is an 8 ms 8 bit panel. I had it for about 2 weeks. It sucked for games.....

Ghosting? Did you feel that the 8ms was an overly aggressive rating or that 8ms just isn't up to the task?

Well to me 8 ms wasn't enough. When I played BF2 I noticed not so much ghosting as blurring. If I were standing still or walking straight it was fine, but as soon as I turned or got into a vehicle it blurred pretty good.....

The VP930 uses FRC to achieve 8-bit color though.

It takes more time for the crystals to twist to a certain color than to just a rough estimate, so response time will end up being longer.
