Why are the core speed and boost clock of 1050 higher than the 1050 Ti one?

The paper boost clocks don't really matter. With GPU boost, you have no way of knowing what the clocks will actually be. I'm guessing they'd be a lot closer than the paper clocks would suggest.

It becomes even more uncertain when you factor in all the different partner versions of cards. My guess is that any 1050/Ti that you'd actually buy will have boost clocks around 1700-1750MHz.

My ITX based EVGA 1050 Ti boosts up to the low 1800's. But I get better speed by overclocking the RAM.
