Why are so many cereals "O" shaped?

What if the cereal were designed as a moebius strip? Would we get infinite crunchiness, or just a slightly different feel to the tried and tested donut shape?

that wouldn't be a factor, as cereal boxes are measured by weight, not volume. therefore, there would be no need to fill up the box to the top.

If it's a puff, it's more airy. Some ice cream makers make airy ice cream - same volume, but less actual product.
And there are some dense cereals. Grape Nut cereal is very dense - many tiny pieces all packed into a small volume. Those small boxes are as heavy, if not heavier, than the super-big "family size" boxes of many other cereals.
