They probably got the game free with a graphics card purchase as a promotion... then selling the game to offset the cost of the graphics card....
Right, Nvidia has an agreement with the publisher so it's being bundled with GTX cards from most vendors right nw.
As others have said, bundled with nvidia cards and some people don't want the game/have interest in it, using the money to offset the cost of the card, or picking the game up in the future for cheap.
I bought mine on ebay for $25 from a guy that builds PC's so he has lots to spare lol.

A lot of small builders keep the extras software/games that come with hardware a lot of times, sure they should pass it on to their customer. In the end, oh well, I have Batman AC for half price on Steam.
Is Arkham City a Steamworks game or did the cards just come with a Steam code?
As for the builder comments, I don't see a reason why the builder should be required to pass on the software. The builder is essentially taking the card that they purchase and bundling it into a desktop for sale. Consider it like buying retail and selling as OEM. Most big shops can probably buy OEM directly from the manufacturer, but the smaller shops don't really have this option. Their best bet is to buy in "alternator-sized bulk" from distributors like NewEgg.
Now... if the consumer provides the card for the builder to install, then in that situation, obviously the consumer deserves the game/code since the full retail card (and all included items) belong to him/her.

Arkham City is not a Steamworks game, but for this promotion the game is registered onto Steam. So only way to get it on Steam is to buy from Steam or use one of these nvidia codes.
