Why are my Q3A framerates buggin?

Okay, if my refresh is set at 85Hz, my framerates are around 54FPS.

If my refresh is set at 100Hz, with the same settings otherwise, my framerates are at 84FPS.

Vsync is off. So what's up?

It shouldn't matter, simply because the only change I made between benchmarks was the refresh.

But FYI:

Athlon 1.45GHz (9.5 x 150)
256MB Crucial PC2100
Creative Labs Geforce2 GTS
Newest NEDs/Newest AMD AGP/Newest VIA IDE
Windows XP Pro
