Why are my games playing in fast forward on my new build?

I loaded up GTA San Andreas and turned off my monitor for about an hour while the game was running. I came back and when I moved my character the game was running in fast forward. No matter how long I played the game was FLYING! I decided to reboot and that fixed it.

Just now I was playing NFS Most Wanted. After about an hour of playing the game started to go into fast forward mode but only every few seconds for a split second. I checked my temps and I was at 38ºC CPU, 52ºC PWM, and 48ºC Chipset. My 7800GT was only at 62ºC when I checked.

Any ideas? Could this be due to having a dual-core and it going crazy on me after a while? Here's my setup:

DFI Lanparty (non-sli)
Opteron 165 @ 2.4ghz
eVGA 7800GT @ stock (470/1100)
2x512 Corsair Value Select

its happened b4 to me if you leave C&Q on, the game bases its speed on a sampling of the cpus clock, sometimes the sampling occurs while its at a lower state so when you load into the enviornment and the cpu enters a higher state you get to move around, you run really fast.

if its overclocked i believe c&q doesn't work, but incase you forgot to disable it, you need to do it in the bios as well as under windows power management by changing the power scheme from minimal to always on.
