TVs have a tuner, etc...

So...

Why are LCDs about 2X the price for any given size above 20"?

Does anyone use a TV as their PC monitor?

Computer monitors have higher screen resolutions (higher production cost per unit) and lower production volumes (higher production cost per unit).

In combination the two result in higher production cost per unit.

From my understanding TVs may be bigger but they just "spread out" the pixels. This was back before HDTV when CRTs were still the norm, but I remember my media art teacher saying that a typical 32 inch TV is only like 640*480, maybe 800*600 even though it's way bigger then a 17 inch monitor of that res or higher. I'm guessing the same thing applies with TVs now. A huge TV may be 1280*720 when a 19" monitor can display that or even more. I may be wrong on numbers here, I'm kinda behind with all this stuff. I don't even own a TV yet lol.

Luxury markup and low production volumes are the real reason. The lower resolution does not lower production costs much.

newegg had a sceptre 24" 1080p tv for $200.
but td had a $150 25" monitor so prices are about right.
~$250 was able to net you a 32" 720p tv or 28" lcd (pre-cashback) so prices aren't all that different.
