Why are dominicans and puerto ricans called Spanish?

Excuse my ignorance but they do speak the same language as spanish from SPAIN right?

They're not. They're called Latinos or Dominicanos or Puerto Ricans.

Hispanic refers to Spanish speaking people collectively. Latino usually suffices if they're from this side of the World.
