Why are dominicans and puerto ricans called Spanish?

Why?

Excuse my ignorance but they do speak the same language as spanish from SPAIN right?

They speak the Spanish language. Americans speak English, but were not directly from England.

Hispanic refers to Spanish speaking people collectively. Latino usually suffices if they're from this side of the World.
