Generally it shows that someone's got nothing to lose if they're willing to bring the blue army down on themselves.
As far as why they're considered "worse," it's because they've killed someone who's sworn to protect others, a noble guardian of our civilization. And in general, they not only kill a symbol, but a great human being.

He's pretty much on the money. Most cops are good people. Of course some are dicks, crooked, or crooks themselves. It's pretty much unavoidable in any population group that big.
Because cops are better people than ordinary citizens.

In an action movie, somebody who kills cops, who are armed, armored, and trained to protect themselves, is scarier and more badass than somebody who knifes his girlfriend or kicks a kid down a flight of stairs. Only a Cop Killer is a Worthy Foe for The SuperCop (Coming This Summer!)at least in the movies?
