why are cop-killers worse than regular killers?

Because you basically signed your death warrant by doing it. Even the Italian Mafia when it was powerful had its limits, and killing cops was not in their limits.
 
Generally it shows that someone's got nothing to lose if they're willing to bring the blue army down on themselves.

As far as why they're considered "worse," it's because they've killed someone who's sworn to protect others, a noble guardian of our civilization. And in general, they not only kill a symbol, but a great human being.

He's pretty much on the money. Most cops are good people. Of course some are dicks, crooked, or crooks themselves. It's pretty much unavoidable in any population group that big.

Most people with a chip on their shoulder against cops have one because they were busted doing something illegal.

"That's not the case anymore" implies that things are worse now than before, and that today's cops are more crooked than the cops of the past.

Because part of their job description, the part that's not about busting you for not wearing a seat belt or going 50 in a 35, is that they will put their ass on the line to save your ass.

In an action movie, somebody who kills cops, who are armed, armored, and trained to protect themselves, is scarier and more badass than somebody who knifes his girlfriend or kicks a kid down a flight of stairs. Only a Cop Killer™ is a Worthy Foe™ for The SuperCop™ (Coming This Summer!)

OTOH, in a more dramatically-oriented film, the stone-cold killing of the innocent and defenseless can sometimes be used to up the ante. See "Kick The Dog."
 
It is a difficult thing to rate in absolutes.

DELIBERATELY attacking a cop is worse than going after someone at random, but once they are dead, the offense is equitable and should be treated as such.....

It is kind of like crime vs. hate crime. I know that there is a lot to be said about racism in the US, but somehow it being "better" to beat a white man (or a black man without insulting him) than to racially insult and beat a man is kinda weird.....

"I beat a man almost to death, but he was the same race and religion as I was, so I guess that was OK...."
