Why are cars located far away cheaper than local ones?

I've been searching autotrader and Yahoo autos, and the cheapest sources that the cars are located seem to be thousands of miles away from where I live. I.e. the same car goes for $11-13k in the far locations, and about $15-$18k near where I live (California). Does it have anything to do with the fact that these eastern locations see snow and bad weather, causing further depreciation on these cars? Is there any way to get the same good deals on locations closer to me? Or would it be worth it to have the cars shipped out somehow to me?

Make damn sure that the cars in other locations have the California emissions package or you might be highly unpleasantly surprised come inspection time. I'm not really sure how those laws effect used cars though.

California and Arizona cars are generally sought after because they tend not to rust. The road salt in other areas tends to eat right through a car.
