Why are Australian file servers xenophobic?

Why do the australian servers that mirror fileplanet and other such repositories exclude foreign visitors from downloading? Seems sort of like a scam where Australian companies and users can take advantage of foreign servers while minimizing their own costs. During peak hours in your own country, it's often easier for me to get files from Sweden and what not, and I'm sure it's easier for people in europe to get them from the US or Japanese or Korean servers, so why are Oz servers the only ones that exclude foreign clients?
