why are Android devices not downgradable?

You mean why they can't revert back to a previous OS update? They can, it's just not a simple button in your settings though. It's actually easier on an Android than it is IOS to "downgrade" the OS.
 
Because most updates are pushed by carriers to push shovelware down you're throat and patch free tethering, root, and boot loader exploits and they don't want you going back.

Of course they don't put this in release notes under "NEW NFL APP" (that you can't remove), etc.
