International shipments require a trip to the post office, this is required even if one has a postage meter; it cannot just be deposited into a collection box. Many live near post offices that have lines a mile deep. A small-time outfit would therefore have to wait in line just for that one package, it can be very frustrating, especially if the item value (and profit) is very low to begin with.

My rant about eBayers is also about international sales.

What the hell do you have against Canada? I'm paying shipping. I'm paying handling. I'm the one getting reamed by the customs guys for an extra 15% taxes. Now why the hell won't you sell your items to me?

My main beef with shipping internationally is estimating shipping. It's very hard. I once got an estimate online that it would cost $12 to ship something to Canada, but when I mailed it it was over $30! Too much hassle for non-business individuals.

This is true because small packages under 4 pounds are rated by every 3 ounces, unlike priority mail. However there is a size limit of 36" all around I believe, or if you want insurance, you are forced to pay the parcel post rate (much higher, usually 2-3x) even if the parcel is under 4 pounds. That's probably what happened to you.

In addition, there is no way to track any international shipment unless you opt for international return receipt, for which Canada Post does not even allow USPS to do! The only shipping option for any kind of proof of delivery to Canada would therefore be Express Mail. Not to many people are happy to pay $25 shipping for a $15 item.
