I see a large standard PC case with 13 internal 3.5" for abotu 300 bucks. Why dont they make rack enclosures for homes? Sure, its not gonna be as good but then again homes arent suppose to be 24/7.

Any server chassis with a crapton of drive bays is probably going to be a hotswap chassis for NAS builds. The server chassis themselves aren't terribly expensive, but the hardware and wiring for a bunch of hot swap bays is.
This one would probably be a good compromise. 6 internal 3.5" bays, and you could put a 4-in-3 module in the external 5.25" bays as well, giving you a 10-HD rack mount chassis for around $100. (Or you could just stick with the internal HDDs and drop in some Blue-Ray drives for bath ripping/encoding.)

Local pickup is nonexisting here.The local pickup option is your friend on items like that. Plus, you get to inspect it in person for damage.
