why am i hearing static in my speakers???

I got one of those plastic mats for the floor, because I was ruining my carpet. Now whenever I run my arms along my keyboard rest, I hear static out of my speakers! since when is plastic a conductor??? it got really bad recently, before it happened only when i rubbed my feet real fast. If I tuck my legs up off the plastic (chair still on it) it stops. Any ideas?
