I believe the reason is simply this:

Most people are concerned about the average, over time performance of a product based on the stress put on it. I don't care that I hit 10fps once in a 30 minute span. I *do* care, however, that I averaged 55fps over that time, so I know that my video card is doing it's job sufficiently. Just my 2 cents.

Have you ever run through benchmarks?

I agree that sites should report both numbers, Anand does on all the benches he runs that report it. The problem is most benches don't tell you worse case FPS. I can think of two that do off the top of my head, UT and Evolva, anyone know of any others please post them here:)

I believe that kyro 3d card give us better performance in the worst situation scenarios...
cause the tile rendering aproach..
So I think that all the benchmarking of this world should give some credit to the tile rendering aproach ...
;)
I rather want 30 fps (worst situation) with 35 fps average in a given game than 250 fps and 25 fps (worst situation)
