Why a resolution discrepancy?

When I play a video in VLC player, the "codec information" shows that the "resolution" is 1280x738, yet the "display resolution" is only 1280x720. So, I was wondering why that discrepancy? Is my graphics card limiting something? Or VLC player?

Apparently "resolution" is the buffer size, while "display resolution" is the actual resolution.
