In the summer, I keep mine at 74. A temp in which I need a ceiling fan to stay comfortable and my GF needs a sweater.

In the winter I keep it at 68. I'm comfy, and she's in a polar suit.

If it's anything above 72, my little cherubs start sweating. I like it 66-70 tops. I keep my apartment at 64 and walk around all the time in nothing but my underwear and I'm completely comfortable.

Sounds like there are two choices for your apartment:
A. Leave it at 70 and put on a sweater so everyone is comfortable.
B. Turn it up and ask your roomates to remove their clothes so everyone is comfortable.
