For me it's a tossup between Ralph and Milhouse.

On the one hand you have Ralph, with such winning quotes as "they taste like burning" and "that's where the leprechaun talks to me. He tells me to burn things." (lot of fire with Ralph) And lots of them.

On the other hand there's Milhouse, who while not having the quantity of funniness that Ralph does, sure beats him when it comes to quality.
