whos to blame for high coke prices in the U.S.

everyone seems to be blaming OPEC, SUVs and a lack of refineries on high gas prices, but whos to blame for high coke prices. there was that one coal mine fire but that can't be responsible for this big a shortage. people are saying steel is going to go up another 50% by the end of the year. suposedly its because of china buying so much steel but there a mojor coke exporter. whats the deal, nevermind gas, pretty soon its going to be to expensive to buy the car in the first place.
 
Maybe the fact that nobody uses coal anymore and that only a few producers remain is contributing to the high cost. Or maybe we are finally winning the drug war...
 
Several coal barges were stalled on the Mississippi River in January and August due to insufficient water levels.
