Who's service install is this?

I bookmarked this a few days/weeks ago, and now I can't remember who's it is, or what it does. No readme file with it, but it looks like some kind of NT/2K service install from the files.

If I'm correct I think that is a Windows XP service install but the mind is cloudy. I've seen it before but forget who's it is or what it does.
