seems like you are the one with the reading comprehension problem...two witnesses report the congressman was laughing, and acknowledged the questioner's "frustration" with the President that would lead him to ask "who is going to shoot Obama?"

You know what doing EXACTLY the right thing would look like? Think McCain, during the 2008 campaign, when a woman asked him if Obama is a muslim and if he is a terrorist? McCain corrected her right on the spot, said he is a decent man, he is a family man, and he is not Muslim. McCain didn't laugh with the woman's question, he didn't come back in a press release with a wishy-washy "I condemn the question" statement; he addressed it right on the spot, he told the woman, and the rest of the audience, the truth!

Why couldn't he at least do what McCain did?

But of course he couldn't; this isn't some random unlucky Rep to get an awkward question; the guy regularly feeds the crazies the red meat:

This Rep is the rep who "live-tweeted Obama’s State of the Union address and drew criticism for one in particular. “Mr. President, you don’t believe in the Constitution,” he wrote. “You believe in socialism.” "

This Rep is also a birther; he said publicly he doesn't know if Obama is a citizen!!!

Then one day, one of his constituents, in public, has the gall to ask him who is going to shoot the president!!! Of course he now doesn't have the balls or the decency to put the guy in his place, after feeding them the drivel that encourages them to ask such a question!

And like many other congressmen caught in the act, he "condemns" the question A DAY LATER, when questioned by the press

Defend this guy all you want, what he did not do, and what he intimated are abhorrent

Putting aside for a moment that were I so inclined I could probably find two witnesses to report that the Congressman had horns, I'd probably laugh too, then ignore the question. The Republicans are not required to support the Democrats every time someone hates one (or all) of them. Lord knows there are precious few examples of Democrats returning McCain's favor.

You're a nut, seriously. If I were in his position I would probably laugh a bit too, more out of shock and/or nervousness than anything else. You act like the congressman ran over and gave the guy a high five. What a petty thing to get all "outraged" about.
