Whole screen sorta refreshes when scrolling in IE or firefox..

When I scroll online the whole screen refreshes, as in the text doesn't stay in the same spot but sorta reappears for a second instead of smoothly scrolling up or down.

Make sure you have the most current video card driver and try disabling all background processes.
