How's that work ? Dual layer burns both sides with or without flipping the disc ? If you have to flip the disc, I don't know how the hardware is any different (just the disc would be). Dual layer != dual sided. Dual layer = 2 layers of data on one side of the disc, read by different wavelength lazors.
