Well, Bender would definitely plan on fighting dirty. But I'm guessing Data has more actual combat knowledge.
Can Bender pull one of his arms off and use that as a weapon?

Arguably, since it'd still be 'hand to hand', just no tools from his bag of holding (aka chest cavity)

I think I'll have to go with Bender, as long as there's no magnets nearby.
He has shown himself capable of taking ridiculous amounts of physical damage and continuing on.
