I believe he was more liberal than Al Gore other than the fact that Al Gore never proposed a flat tax while Kemp did and the fact that Kemp was somewhat pro-life. However, Kemp's support of a flat income tax likely means that he favored perpetuating the income tax. The "democratic capitalism" proposed by Kemp wasn't really any more pro-market (or different) than Gore's state capitalism.
Kemp also held neoconservative foreign policy views and neoconservatism has its roots in Wilsonian democracy. Kemp was quite like the neocon communist Newt Gingrich more than he was like anyone else...
