For Washington state, I looked at the recommendations of a traditional newspaper (Seattle Times) and a progressive / alternative paper (The Stranger) and read WHY they recommended each candidate.

If neither candidate stood out or had any major flaws, I used being the incumbent as a tiebreaker. If they have been doing an OK job, better to keep the devil you know.
