Who to talk to for salary negotiation?

Ok so I just received a formal offer letter from this company, however there are items that I would like to negotiate (slight increase in salary, sign on bonus/relocation package).
Who should I bring this issue up to? My future direct boss, or the HR hiring manager?

Who sent you the offer letter? Call them up and ask about a higher salary. If it was the HR hiring manager they will pass your negotiations off to your direct boss, who will either say pass or say OK go higher.

The offer letter was sent from an admin/HR assistant. So I assume it came from HR.
Ok I will call her tomorrow since its 930 PM here.
