In order to keep your rights you just need to be able to prove you came up with it first. As far as actually pitching your ideas, good luck, you and 75% of Hollywood have ideas to pitch to the right people. The right people just don't care as they have to listen to some of the most inane crap you can imagine. You might try and get a meeting with a studio rep and go from there.
