who should i go to for web-based email?

http://www.fastmail.fm

It's not the prettiest interface, but it has the most function of any web client I've ever seen before -- it is excellent. Supports rules/filtering, nested mailboxes, etc. It's the only "webmail" site that I believe is remotely acceptable.

Fastmail rules. I use it with Thunderbird for SSL'd IMAP access. Their web based interface is ok too.

are there any web 2.0, web mail ?

The new Yahoo Mail is supposed to Web 2.0, but it's still in limited Beta. Of course Web 2.0 doesn't actually mean anything...

(Seriously though, the new yahoo mail is upposed to use an AJAX based application-like interface.)
