who 'rules' domain registration information?

I was looking up whois information on betterwhois.com and at networksolutions.com--on betterwhois it said that the domain expires next July....the registrar for that domain, networksolutions, shows that it is pending delete.

Well, in that case it's possible it's expired but you get 40-45 days to get the domain if you want to keep it
