Who remembers... ?

A few years ago, after the 9/11 disaster, the american public was outraged to find out that that the army or other arm of the government had created a program to predict disasters. Now I seem to recall that it was terminiated. About the same time I seem to recall a gambling article about trading of odds for disasters. I was wondering if this terrible event popped up on any of these "betting" sites? Anyone remember the name of the site(s)??

The idea behind the terror futures exhange was that insider trading (by people connected to the terrorists, giving in to greed) would reveal upcoming attacks.

Since natural disasters are not planned in advance and created by humans (outside of James Bond movies) there is no way a disaster futures market could offer similar predictive value.
