I'd say a majority of all artists sample music from the past. And a lot do remakes. So it's a safe bet to say that Nick Lowe wrote the song.

allmusic.com is one way to find song authors / original versions. Even though the Letters to Cleo entry has no author listing, you can tell it's Lowe by checking any of his albums and noticing that he co-wrote it.

Checking album dates there can also help you find originals since if it's newer then (duh!) it must be a cover
