I want a scanner for (1) scanning photos for restoration in photoshop and (2) scanning lineart for coloring in photoshop. What's a good scanner under $300 or so?

I like Epson and they usually get top reviews. They have good deals in their clearance and refurb shop on Epson's web site. I got my Perfection 1260 Photo new-in-box off eBay for under $50 shipped. It's more than I'll ever need, but you sound like you might want to go a step or two higher.
Lately Canon has also been pretty good, and Microtek is among the first of the scanner makers but unfortunately their quality across the line is spotty - some models are excellent.

Canon makes great ones. Epson and HP scanners always look like bulky plastic toys to me.

I have been told by numerous people that Epson makes the best scanners.

I'm currently using a Canon LIDE 20 that I'm very pleased with. I do mostly document scanning, and I have been happy with both the speed and the quality. It's also nice that it is able to run solely off USB power.

I use Epson, recently got a Photo RX500 for $200ish, and it rocks, scans slides, negatives, plus it's also a good printer and copier.

I have had H-P, Canon, and Epson. I find Epson to be the best of the lot so far.
