Someone who reads websites and forums such as anandtech and is in the know, or someone who doesnt read any websites or forums but claims they know everything (someone who thinks more money = better).
My idiot friend claims I dont know anything, when hes pretty much a retard. He buys corsair ram because of "lights on the side" when ocz clearly beats it in the benchmarks. He also buys a horrible monitor with only 60 hertz at 1600x1200 just because he thinkts it looks cool. He also justifys 700$ for only 30% inprovment, if even that. What else, he says he would upgrade his 9800 Pro to a 9800 XT if he had the money (which proves he is fuckig stupid). He also says games suck when they cant run on his computer well (farcry). When his computer starts up every program in the icon loads and his idling ram usage is 250 wthout anything open. He never defrags (prolly doesnt even know how). The only thing he ever says is "OMEH GAD AMD TEH BETTAH TH4N INTEL N0oBiE" when he doesnt give reasons why (sure amd is better in certain areas and visa versa). And dont think he spends a lot because hes rich, hes just normal. He just gets ripped off by salesmen because he doesnt know any better.
