Who is a good server host for a counter-strike server?

I'm looking to rent a 12 slot counter-strike 1.6 server.

I prefer a public for versatility, but a private is fine as well. An option for an add-on ventrilo server would also be nice. I'm looking to pay ~$20-$30 a month.

Art of War Central offer a 12 slot public for $17.39 a month, but I hear they are laggy by hosting 5 cs servers on one physical machine and suffer from a lot of downtime as well.

Does any one know of a good, reliable cs server host? Thanks!

I ran a server for a few years along with a friend of mine, we started with AOW but decided that their support sucked so hard and their servers were always waaayyyyy oversold. We switched to clanservers.com and never had an issue

I'll suggest NOT to use artofwarcentral.com. They have an asinine cacellation policy. If you don't cancel within 7 days of your server contract ending, you CANNOT cancel afterwards and CANNOT receive a refund. I learned this the hard way. I had ordered a 16-slot CS Source pub for a year, at a going rate of $337 in May of 2006. I had forgot all about the server because I had quit using it by the time the next year rolled around, and they recharged my card another $337. They absolutely refused to give me a refund, and their billing lady even told me that I was "an adult and needed to act like one" by keeping up with my expenses. I even talked to the owner and he refused. The even shitter part of the deal is that after the year, the price on the server had dropped, and they wouldn't refund the difference....so if you want the same IP, you are locked into the same rate forever. Even if I had remembered to cancel it a couple of days before it recharged, I wouldn't have been able to because of their deceiving terms of having to cancel 7 days in advance.

Bottom line, it's in their ToS, and when it all boils down, I'm the only one to blame for not reading it and keeping up with it. But for a company in this day and age to not offer refunds on a completely digital service is stupid, and I'll suggest you not use them. I ended up losing $237 on the whole thing (I ended up selling my account for $100), and I will NEVER recommend them to anyone.
