I did 3 semesters of Co-Op in civil engineering, and while the pay wasn't great, I was able to live at home during the work semesters. I was able to save enough to pretty much pay my way through college, and that made it worth it to me. 🙂
It was an extremely small company and I had 2-3 years of part-time experience with them prior to the Co-Op. Because of that, I had a good bit of responsibility and always had something worthwhile to do.
However, I had several friends who did engineering Co-Op with larger companies, and their experiences sound just like yours.
