Again, this is a failing of the board.
Basically, the multiplier is controlled by 5 bits. 0.5x, 1x, 2x, 4x, and 8x each have a pin on the chip. Some boards only implement 4 of the 5 override lines. Problems arise when you use a processor that has a default multiplier of 13x or more. Since your board doesn't mess with the 5th bit (8x) it can't go lower than 13x. Even more problematic, some boards permaset the 8x bit low.
All new AMD procs are unlocked at the factory. This is easily verifiable. Just look to see if your L1s are cut.
