It is not a difficult concept to grasp. There are forum categories based on topics. If it doesn't fit one of the topics, it goes into OT. Forum issues is for issues dealing with the forums, i.e. dealing with trolls and bugs in the software.
 
sorry. gezz. im just not good at classifying things and i forget to switch fourms. 🙁 so ill post this in off topic then
